I think Stevan has misunderstood my previous point. I was trying to say
that bundles (whatever their pros and cons for libraries) do replicate, for
a subset of the literature which may or may not be representative of the
whole, the effect on the user of 'barrier-free access'. And the effect
appears to be that there is about as much usage from non-subscribed journals
as from subscribed titles. This is not, of course, the same as saying that
the library subscribes to half of the journals which are of use to its
patrons; unless the library has got its selection policy very wrong, usage
per journal will be much heavier in those subscribed to than in other
titles.
