Paper not accepted by a journal - still a pre-print?

Hi

We have just set up a demonstration eprint archive service at Indian
Institute of Science, Bangalore. We use current version of the eprints.org
software. It is undergoing tests.

I have an interesting query asked by one of the faculty.

If a paper is reviewed by a journal and not accepted and if the paper is to
be archived, what option should be selected under the 'Refereed' field in
bibliographic information - referred or unrefereed? Further, should the
deposit type be preprint (refereed/unrefereed) or journal paper
(refereed/unrefereed)?

I will be happy to receive any clarifications.
