Elsevier has been using author paid refereeing for many years for some of
its economics titles.

As an example see:

     Journal of Monetary Economics

    "There is a standard submission fee of US$ 175.00 for all unsolicited
    manuscripts submitted for publication. There are reduced fees for
    subscribers to the Journal (US$ 100.00), students (US$ 75.00),
    and student subscribers (US$ 50.00). To encourage quicker response
    referees will be paid a nominal fee and the submission fee will
    be used to cover these refereeing expenses. There are no page
    charges. Cheques should be made payable to the Journal of Monetary
    Economics. When a paper is accepted the fee will be reimbursed."
