To answer that last question: yes, institutions! The bulk of arts and
humanities research is not directly funded by RCs, for example. The RCUK
policy, together with e.g. the Russell Group and Scottish statements,
should act as a further motivator for institutions to develop equivalent
policies (and advocacy) which take into account the full range of subjects
and research outputs.

You should also bear in mind that the 1 Oct date refers to awards made.
There will still be the customary delay between receiving an award and
outputting research results...
