I know that Stevan thinks this is really off-topic, but why is there so
little mention of inter-library lending (which publishers also hate) in
all of this?
When did you last make an ILL request? If OA has had any impact on
library budgets it is (almost certainly measurably) in freeing up funds
from no longer needed inter-library lending to spend on buying more
journals - or at least preserving subscriptions for a little longer!

PS and in thirty-five years as an academic librarian I can cite multiple
cases in multiple institutions where faculty funds are used to
supplement central journal subscriptions; and at least in the UK Full
Economic Costing of research can be used to pay for journals via
research grants in future Derek
