Some do, some dont.

The final report of an EU supported project covers results, conclusions and socioeconomic impact of the project.

And each annual report is an overview of progress towards objectives, plus milestones, plus deliverables.

So what are 'results', what is a 'deliverable'?
Deliverables etc _may_ be a publication. That is up to the Commission Services to decide, at the time that the details of the grant agreement are negotiated.
