Back in June of this year the European Commission issued an "Invitation to
contribute to the public consultation on the Green Paper on the European
Research Area" [0]

The results of this "Stakeholder Consultation" are now available [1]

For example (page 12 of [1])

  A. Peer-reviewed scientific publications resulting from publicly funded
research should be accessible without charge.
