In his very interesting report of the first DRIVER summit [1], Dr Lossau
mentions in passing "... the current preparation of an Open Access mandate
for all EC [European Community] funded research publications ... ".
Can anyone who was at the meeting tell us more about this 'preparation'?
e.g. How will the mandate of the EC differ from the mandate of the European
Research Council?
Is the EC mandate being prepared for the next Framework Programme, or for
the present FP? If for the present FP, will the mandate be applied
retrospectively, or will it apply only to future publications of future
projects?
Will it also mandate Open Access to research data?
And will the Commission kick-start the process, by opening its own
repository of research publications?
