World's 73rd and 74th OA Mandates: Ukraine and Belgium

Depending on how you count and clock it, the Ukraine's Ternopil State
Ivan Puluj Technical University (ELARTU) has adopted the planet's73rd
Green Open Access Self-Archiving Mandate and Belgium's Académie
'Louvain' (consisting of the Facultés universitaires catholiques de
Mons, Facultés Universitaires Notre-Dame de la Paix à Namur, Facultés
universitaires Saint-Louis, and the Université catholique de Louvain)
has adopted the planet's 74th Green Open Access Self-Archiving
Mandate.

(The Académie 'Louvain' is actually three universities, so this might
be three mandates rather than one, and although Fabrizio
Tinti alerted Peter Suber to the mandate on March 31 2009, the
mandate was apparently adopted a year earlier (July 7, 2008).)
