In the past few years, the concern for access to research has gained
much-needed attention at the highest levels of higher education
administration. In increasing numbers, administrators are going on
record in support of wider access to research and policies that
ensure public access to especially publicly funded research. A
growing number of campuses ? public and private ? are also adopting
open-access policies for individual schools if not for whole
institutions. There are now no fewer than 41 institutional mandatory
open-access policies worldwide, with the most recent being adopted at
University College London.
 
Open-access (OA) funds are also in place at many institutions. While
not as numerous as OA policies, OA funds signal that support for an
alternative approach to research access ? one that ensures
unrestricted online access to research outputs ? exists at the
highest echelons of higher education administration.
 
Working with administrators will be a key focus on many campuses
during Open Access Week 2009.
 
On October 13th, pioneers in engaging administrators on the topic of
research access ? and facilitating action ? will join us to share
their experiences in securing support for Open Access at their
institutions.
 
·       Professor Bernard Rentier, Rector of the University of Liege
and Chairman of Enabling Open Scholarship (EOS), will present an
account of his own policy in Liege, the supporting structure in the
form of the University?s repository, ORBi, and the rise and fall of
his OA publishing fund.
·       Dr. Paul Ayris, Library Director at University College
London, member of the Board of SPARC Europe and Chair of the LIBER
Access Division, will discuss the challenges, successes, and key
influencers he encountered while pursuing the successful enactment of
the recent mandate on that campus.
·       Dr. Alma Swan of Key Perspectives Ltd and OASIS (the Open
Access Scholarly Information Sourcebook) will introduce briefing
papers, guides, links, and other resources available to support
advocates on campus in gaining administrative attention.
