Dear Dominic,
It's very timely and welcome that RSP should take an interest in UK
Institutional mandates, but had you not noticed that there is (and has been
since 2003) an international Registry of institutional mandates, UK and
worldwide, hosted in the UK, at U Southampton, called
ROARMAP? http://www.eprints.org/openaccess/policysignup/

Would it not make more sense for RSP to begin by getting its data from ROARMAP
-- and to call for UK institutions to register any further policies in ROARMAP,
rather than trying to re-invent the wheel? ;.)
